Purified Shadow Pokemon are allowed, although under strict rules. There have been purified ones accepted before into the RP. [I had one myself, actually. xD]
Not sure about non-purified ones, and I doubt they are allowed. Thus, shadow moves wouldn't be allowed as those moves are forgotten via the process of purification.

No current Shadow Pokemon are allowed and by extension no Shadow moves.
Like Lulu mentioned only former Shadow Pokemon can be allowed and only with strict rules. You must be very thorough in your profile, history, and character for me to pass a purified Shadow.
