When a Pokemon evolves would they be allowed to learn their 'start' moves?
Such as a Torterra learning Woodhammer or a Steelix learning its Elemental fangs?

Unfortunately, no. The only way to retrieve those moves in the games is to get a Move Relearner to teach them. It doesn't come up in levels; they have to be taught those moves.
