As there are lot of pokemon that can really only operate in Water only teams (due to the trouble they have on land0 and we have floaters that can travel from team to team perhaps there could be a way to have a character fulfilling all the floater requirements float from water team to water team?

If it's possible, yes. The user would need to take into account what body of water they're in, and if the character can travel to the one you want them to move to.
