If I may add in my own small question, what about aquatic non-water types?
I was thinking about the likes of Anorith, Cradily, Eelektrik/Eelektross, and other such Pokemon that specify in their Pokedex entries that they are in some way aquatic but are not water-type. Would they be allowed on Water type-only teams?

Anything that is water-type, can use the moves surf or dive, and/or have aquatic habitats can join in my opinion.
The tynamo line would not be accepted though, as they have none of these attributes.

They can float, and can be roleplayed correctly where they could float through the water, as they have no fear of drowning, and movement would not be an issue.
