I believe it is fine. Since humans can get their hands on swords, guns, and other weapons. [Some humans don't use weapons at all, aha. VuV]
I suppose they could craft them by hand as long as they know how to and have the proper materials/equipment. However, unless made by a professional or by someone who really knows what they're doing, a hand-made whip would most likely fall apart or break easily.
