Non genetic discoloration

Even if it goes over 25% would soot, blood or dirt be allowed to change a pokemon's fur/skin/feather/scale color without it taking up a shiny ticket? Obviously this discoloration would not be all over and only in the appropriate shades of dirt/blood ect.

I believe so, but remember said material would easily wash off.
